The Highlands neighborhood is located in the southwestern region of Manchester. Highlands is bordered by Westland and Mitchell Streets to the north, Nutt Pond to the east, Interstate 293 to the south, and the Merrimack River to the west.
This suburban neighborhood was developed along a streetcar line to Pine Island Park that existed before World War II. It is also home to Pine Grove Cemetery, the City's only active municipal cemetery. It comprises approximately 175 developed and 100 undeveloped acres, and includes the City Mausoleum and Cemetery Maintenance Operations. The original cemetery dates back to 1851 and thirteen former Manchester Mayors are buried at the cemetery, including Moses Fellows, Theodore Abbott, James A. Weston, Isaac W. Smith, Person C. Cheney, John P. Newell, Horace B. Putnam, George H. Stearns, Edgar J. Knowlton, Eugene E. Reed, Edward C. Smith, Charles C. Hayes, and Charles R. Stanton.
